Alarms Save Lives

The recent prosecution of a landlady in Derbyshire highlights the need for legislation requiring the installation of carbon monoxide alarms says Derek Andrews, Managing Director of Cunninghame Properties Ltd. "It has always astonished me that it isn't mandatory to fit a carbon monoxide alarm in any house with with a stove, boiler or open fire."

Dr Victoria Martindale received a 16-month suspended prison sentence from Derby Crown Court; 200 hours community service, a 4,000 fine and was ordered to pay costs of 17,500 for seven breaches of gas safety regulations in the house as a result of a 51 year-old man who died in the property from carbon monoxide poisoning.

The government has now announced that a review, starting in January, will consider whether new rules are needed on installing smoke and carbon monoxide alarms in homes in the private rented sector.

A discussion paper will seek the views of the housing sector on whether the regulation for private rented homes ensures adequate conditions and safety, or whether it could be improved or simplified, including on the technical rules and issues around installing carbon monoxide and smoke alarms.

Speaking in the Lords Baroness Stowell said, "We will now take forward a fundamental review into property conditions in the PRS, considering the case for requiring landlords to install carbon monoxide alarms and/or smoke alarms in their properties. We will also engage widely with interested organisations including landlord associations, housing charities, tenant groups and professional bodies."

As far as Cunninghame Properties are concerned we have made it mandatory since October 2013 that all homes under our management are fitted with such an alarm.

All landlords have been notified of our views on this subject and whilst a few have intimated that they will make their own arrangements for the supply and installation, the majority have utilised our services.
